Parking Exemption Permit Category A - Terms and Conditions of Use

Parking permits issued by Newcastle City Council are issued subject to terms and conditions of use, which permits holders should ensure that they are familiar with.

The list below provides the terms and conditions for the parking permits which we issue.

Terms and Conditions of Use

 In certain circumstances, as set out below, this permit will exempt the vehicle on which it is displayed from on street parking or waiting restrictions.

 This permit will not confer any exemption from any restrictions or conditions of use in a Council-operated off street parking place. 

This permit will also not provide any entitlement to park, or any exemption from restrictions that may apply, in a privately-operated car park or on any other privately-owned land.  

Whilst the use of this permit is subject to specific limitations, as set out below, depending upon where it is used, the general position is that this permit must only be used for purposes directly related to the exercise of the Council’s powers or duties as a local authority. It must not be used for any other purpose including, for example, personal business. 

The misuse of this permit may be grounds for disciplinary action.

 

On Street Parking Places 

  1. This permit may only be displayed on a vehicle which is parked in an on-street parking space whilst the vehicle is being used in pursuance of any of the Council’s statutory powers or duties.
     
  2. As long as the permit is displayed in accordance with paragraph 1 above and the vehicle is parked wholly within the limits of a marked parking space, the permit will provide an exemption from: 
  • any requirement to pay a parking charge for the use of the parking space;
  • any requirement that a vehicle must be of a certain type in order to use the parking space; and
  • any maximum period of stay

 

On Street Waiting Restrictions – City Centre (Double Yellow Lines) 
 

3. This permit may only be displayed on a vehicle which is parked on a waiting restriction in the City Centre indicated by double yellow lines in the following circumstances: 

  • the use of the vehicle must be connected to the carrying out of a Council duty on the highway;
  • the vehicle must be parked on the yellow lines only if it cannot be conveniently parked in an on street parking space; and
  • the vehicle must be parked on the yellow lines for no longer than is absolutely necessary in connection with the carrying out of the Council’s duties

4. As long as the permit is displayed in accordance with paragraph 3 above, the permit will provide an exemption from the waiting restriction indicated by the yellow lines.

 

On-Street Waiting Restrictions – Outer Areas (Single and Double Yellow Lines)

5. This permit may only be displayed on a vehicle which is parked on a waiting restriction outside the City Centre indicated by single or double yellow lines, during the hours of operation of that waiting restriction (where it is indicated by a single yellow line), in the following circumstances:
 

  • the use of the vehicle must be connected to the carrying out of a Council duty on or adjacent to the highway;
  • the vehicle must be parked on the yellow line(s) only if it cannot be conveniently parked in:
     
    • an on street parking space; or
    • on a length of road which is not subject to any waiting or parking restrictions; and
       
  • the vehicle must be parked on the yellow line(s) for no longer than is absolutely necessary in connection with the carrying out of the Council’s duties
     

6. As long as the permit is displayed in accordance with paragraph 5 above, the permit will provide an exemption from the waiting restriction indicated by the yellow lines.

 

General Conditions of Use

 

7. Where the permit specifies the registration number of a particular vehicle on which it may be displayed, the permit may not be used on any other vehicle.
 

8. The permit must be displayed on the dashboard of the vehicle so that all of the information on the permit is clearly visible.
