Virtual permits
The MEA House permits we issue are in the process of being updated to become virtual permits and we will no longer issue physical parking permits. Virtual parking permits are an electronic record confirming that you have a MEA House permits rather than having to display a physical parking permit. Details of your parking permit will be held electronically and shared with Civil Enforcement Officers, and you will be able to manage your parking permit online, including making a payment to renew your parking permit. Any new applications made from the applicant will be made via an online account and all MEA House permits issued will be virtual.
Why is the scheme changing?
The scheme is changing to provide a more efficient permit system and experience for permit holders. These benefits include: -
- The facility to manage your parking permit online.
- There will no longer be a requirement to display a physical permit in your vehicle as we will hold an electronic record of your permits that the Civil Enforcement Officers will check when inspecting vehicles parked in the car park.
- Payments will be handled by the permit system allowing the permit to be issued and active as soon as the payment is made.
- As the majority of permits will be virtual there will be fewer permits lost in the post or lost by permit holders who share a permit between different vehicles.
- There will be more accurate enforcement activity because Civil Enforcement Officers will check every vehicle parked in permit bays to see if they hold a valid permit.
- As the permits will be virtual rather than physical there should be fewer Penalty Charge Notices (PCNs) issued to permit holders for forgetting to display a physical permit or where a permit has fallen from a windscreen.

How to apply for MEA House permits
You can apply for MEA House permits by creating a virtual parking permit business account click on the following link to apply Virtual Permit Account where you will be directed to create an account, where you can apply for MEA House permits, make payment and manage your account, such as changing which vehicle the MEA House permit is activity being used with.

Once you have registered and created an account you will need to apply for your MEA House permit, please click on the following video for details Apply for a MEA House permits
We will assess your application and respond by email. If your application is approved the email will contain a link to make payment via your virtual permit account.
If you do not have internet access or unable to apply online, please contact Parking Services on 0191 2772728 between the hours of 10am-noon and 1pm-3pm Monday to Friday and we can send you a paper application form to complete and you will be issued with a physical permit to display in your vehicle.
Due to a recent increase in demand for permits, please be advised that any application submitted to Newcastle Parking Services may take up to 14 days for an offer to be issued. This will therefore affect any date you wish the permit to commence.
My permit is still current what should I do?
Nothing, your MEA House permit will continue to remain valid for use until the expiry date. When your permit is due to expire, we will write to you to advise that an application for a new virtual permit should be completed. Do I have to complete a new application form even if I have a current permit?
Yes, as this is a new system you will need to submit a new application for a new permit the first time you require a virtual parking permit or if your MEA House permit is due for renewal.
How do I pay for a MEA House permit?
If you have received an email offer for a virtual MEA House permit, payment can be made via the link in the email via your virtual permit account and the permit will be live as soon as payment has been made.
Will I still receive a reminder that my permit is due to expire?
Yes, you will continue to receive a renewal reminder. Where we hold a record of your email address on your new virtual MEA House permit account, we will send the reminder via email.
How does the virtual MEA House permits work?
When you have applied and been approved for MEA House permits you will be provided with access to the MEA House permit via your online virtual permit account. You would then simply access your online account to enter the vehicle registration of the vehicle you wish to use on the permit. Civil Enforcement Officers will be able to identify that the vehicle is entitled to park via their handheld electronic device.
The vehicle registration entered into the system will stay in place and valid to park until you replace it with another registration which can be done at any time by accessing your virtual MEA House permit account.
What do I do if I change my vehicle
If you have a virtual MEA House permit you can change the vehicle registration by logging into your MEA House permits account Here you will have the option to change the vehicle registration which is live on your permit and add new vehicle registrations, please click on the video link for a step-by-step guide Change of Registration
If you still have a physical permit you will need to contact Parking Services via email at cityparkpermits@newcastle.gov.uk for guidance on how to change your vehicle registration.
Please note that you can only have a maximum of three vehicle registrations linked to your MEA House permit at one time, however you can add and delete registrations as and when you require, however the permit is only valid to use on one vehicle at a time.
I am using a courtesy car what should I do?
If you have a courtesy car because your normal vehicle has been involved in an accident, you can update the vehicle registration in your online account if you have a virtual permit. Please see the section above titled “What do I do if I change my vehicle”

What do I do if my permit is lost?
If you have a new virtual permit you will not be issued with a physical MEA House permit.
If you have been issued with a physical MEA House permit we require written notification from the actual permit holder that the permit has been lost via email at cityparkpermits@newcastle.gov.uk to request a replacement permit. There will be no charge to replace a lost physical MEA House permit.
What happens if my circumstances change and I no longer need the permit?
If you have a virtual MEA House permit which you no longer require you can request to cancel your permit via your online account. Upon receipt of your cancellation request Parking Services will cancel the permit and you will be notified via email when your permit has been cancelled.
If you have a physical MEA House permit which you no longer require, the permit should be returned to Newcastle Parking Services, P.O. Box 2BL, Newcastle-upon-Tyne, NE99 2BL by recorded delivery/Royal Mail signed for. This provides proof of posting and receipt.
We will then revoke your permit and depending on how you paid for the permit, calculate if you are due a refund for the unexpired portion in full weeks. A £25.00 administrative charge will be applied for the process of cancelling the permit; making the necessary changes to the car park configuration and processing a refund. If you paid for your permit upfront in a single payment, we will refund the value of the unused portion of the permit to you, usually to the payment card that the original payment was taken from, minus the administrative charge.
I can't remember my Virtual MEA House permits login details what should I do?
If you forget your login details for the virtual system you can use the “forgotten login/password” facility on the account login page an email will be sent which will allow you access your account and reset your password.
To renew a virtual permit please follow the steps below:
Step 1 Log into your account and click on “My Permits”
Step 2 – Click on the green button with white arrow to review the permit and renew. At this stage you can change the start date and term of the permit
Step 3 – Please accept the terms and conditions and click proceed
Step 4 – Click “Make Payment”
You will then be direct to the payment site where you can enter your card details. Once payment is made the permit will be automatically renewed.
Changing a Registration via the online Account
To update a registration on a MEA House permit please click on the video link Change of Registration or follow the steps below:
- Step 1- Long into your virtual MEA House permit account and select “my permits”
- Step 2 – from the list of permits shown select the MEA House permit that you wish to use on a different vehicle registration and click on the green car icon
- Step 3 – if the vehicle you wish to actively use on the MEA House permit is already listed please click on “switch vehicle”) to indicate which vehicle you want to actively use on the MEA House permit
- Step 4 - If the vehicle registration is not listed you can select “add vehicle” to add up to three vehicles which can be registered on your account. Note only one vehicle can be the active vehicle at any time.
- Step 5 – If there are already three vehicles registered on your account you will need to remove one of the vehicles so that a new registration can be added. To remove a registration, select the registration you want to remove and click on the red cross icon.
Cancelling a Permit via the online Account
What happens if my circumstances change and I no longer need the permit?
If you have a virtual MEA House permit which you no longer require you can request to cancel your permit via your online account. Upon receipt of your cancellation request Parking Services will cancel the permit and you will be notified via email when your permit has been cancelled.
To request that your virtual MEA House permit is cancelled please follow these steps-
- Step 1- Long into your virtual MEA House permit account and select “my permits”
- Step 2 – from the list of permits shown select the MEA House permit that you wish to use to cancel and select the blue icon with the 3 dots which is located to the right of the MEA House permit
Step 3 – click on the red “request cancelation” icon and follow the instructions to cancel the MEA House permit
Data Protection Information
Personal data will be collected in order to process your application for a permit in line with the terms and conditions of use. Your personal data may be collected, processed, shared and retained in order to carry out the performance of a public task and fulfil our legal obligations in the following ways:
• To establish eligibility for a permit.
• To support enforcement of the parking permit scheme restrictions.
• Shared with the police or security organisations to prevent or detect crime.
Please note ANPR cameras may be used for the purposes of statistical analysis and payment/enforcement queries.
