Pedestrian Crossings
The Highway code states:
191 You MUST NOT park on a crossing or in the area covered by the zig-zag lines. You MUST NOT overtake the moving vehicle nearest the crossing or the vehicle nearest the crossing which has stopped to give way to pedestrians.

192 In queuing traffic, you should keep the crossing clear.
The Highway code clearly advises that any vehicle parked on a pedestrian crossing or the area covered by the zig-zag markings will receive a Penalty Charge Notice (PCN). Pedestrian crossings and the zig-zag lines which lead up to the pedestrian crossing need to be kept clear at all times.
A Disabled Blue Badge holder is not allowed to either stop or park on the pedestrian crossing or the zig-zag lines which lead up to a pedestrian crossing.
Both a Civil Enforcement Officer (CEO) and a Police Officer can issue a PCN for being parked on a pedestrian crossing or on the zig-zag lines which lead up to the pedestrian crossing.
If two notices are issued by both a CEO and a Police Officer, the PCN issued by the Police would override the PCN issued by a CEO, as Penalty Points can be issued to a vehicle for this offence by a Police Officer.
