Disabled Parking Bays

In Newcastle there are two types of disabled parking bays.

The first being where a disabled bay has been marked outside of a resident’s property. This type of bay is marked with white lines and the word ‘disabled’ is marked on the highway. This disabled bay is an advisory parking bay.

 A valid Disabled Blue Badge should be displayed when a vehicle parks in a disabled parking bay. The details of the Disabled Blue Badge need to be clearly displayed.

This disabled bay is an advisory parking bay; as such we would expect other motorists to avoid parking within this disabled parking bay if they do not hold a valid Disabled Blue Badge.

If a vehicle is parked in this disabled parking bay without displaying a valid Disabled Blue Badge, Newcastle Parking Services are unable to issue a Penalty Charge Notice (PCN) to the vehicle, as it advisory only.

Any vehicle displaying a valid Disabled Blue Badge is entitled to park within the advisory disabled bay as it is not designated solely for the resident.

The second type of disabled parking bay is one which can be enforced by Parking Services. These can be found in on street locations, off street car parks and multi storey car parks.

The disabled parking bay is marked out in white lines with the word ‘disabled’ marked on the highway and there is also a sign on the pavement advising motorists that this is a disabled parking bay, please see photo below:

A valid Disabled Blue Badge needs to be displayed when a vehicle parks in this bay; all of the Disabled Blue Badge details must be clearly displayed. There is no need to set the Disabled Blue Badge Clock as there is no limit to how long you can park in this bay.

No payment is required by Disabled Badge Holders whilst parking in on street disabled bays.

Unless otherwise stated on the sign disabled parking bays are in operation 24 hours a day.

If a Disabled Blue Badge is obscured or is not on display a Civil Enforcement Officer (CEO) will issue a Penalty Charge Notice (PCN) to the vehicle for being in a disabled bay without clearly displaying a valid Disabled Blue Badge.

Disabled parking bays in off street car parks and multi storey car parks

The disabled parking bay is marked out in yellow lines and has the yellow disabled symbol in the middle of the bay along with a sign at the front of the bay advising drivers ‘Disabled badge holders only’.

These disabled bays are wider in off street car parks and multi storey car parks to allow people with disabilities better access to get in and out of a motor vehicle safely.

A valid Disabled Blue Badge must be displayed when a vehicle parks in this bay with the Disabled Blue Badge details clearly displayed. There is no need to set the Disabled Blue Badge Clock as there is no limit to how long you can park in this bay.

From the 1st July 2021 Disabled Blue Badge Holders are required to pay for their parking in Newcastle Council ran off street and multi storey car parks. Blue Badge holders are given an additional hour free parking after their parking has expired to ensure that they have enough time to return to their vehicle. 

Payment is required when parking in either a designated Disabled Bay or in a parking bay in off street car and multi storey car parks. For parking current parking charges click on the following link Off Street Parking Charges   . The tariff boards through the car park will also advise of the charges required.

There are now a limited number of payment machines in off street and multi storey car parks operated by Newcastle City Council, this is due to the introduction of the check in check out service being installed in every payment machine, which is located in either an off street car park or multi storey car park.

 

As the check in check out service has been rolled out to all payment machines which allow a motorist to use either a Credit or Debit card, the use of coins as a payment method will be phased out over a period of time as a new Check in Check Out feature is added to all ticket machines.

There may be a short, medium or long walk to the nearest payment machine depending on where the motor vehicle is parked.

Alternatively, the Pay by Phone Service is available for customers who own a smart device.

The Disabled parking bays are in operation 24 hours a day all days in off street car parks and multi storey car parks.

If a disabled blue badge is obscured or not on display a CEO will issue a PCN for parking in a disabled bay without displaying a valid badge.

If a disabled blue badge is displayed in the vehicle but no payment has been made for parking a CEO will issue a PCN for being parked without payment.
