Pleasure Boat Licence
Any person who wishes to be in charge of or navigate a pleasure boat/vessel for the purpose of letting it out for hire to members of the public or to be used for carrying passengers for hire, must obtain licences from the Local Authority.
How to apply
Boatman Licence
- Pleasure Boatman online application form
- Pay appropriate licence fee of £20.50
- Submit a current Department of Transport Boatmen's Licence (B.M.L.4) applicable to the applicant
- Submit a V.H.F Licence applicable to the applicant
- Submit two passport type photographs of the applicant

- Submit Insurance document relating to the boat to be licensed in the name of the proprietor
- Submit a current certificate from a Marine Surveyor in respect of the boat

No. It is in the public interest that the authority must process your application before it can be granted. If you have not heard from the local authority within a reasonable period, please contact it using the contact details below.
Right to Appeal
Any applicant who is refused a licence has a right of appeal to the Licensing Sub-Committee and/or a Magistrates Court. In the event of an application being refused the applicant will be informed of the grounds for refusal and will be advised as to the appeals procedure.
