Transport appraisal - Site A at Newcastle International Airport Business Park Enterprise Zone

The North East LEP awarded Local Growth Money to Newcastle City Council to commission a study into Site A at Newcastle International Airport Business Park Enterprise Zone (pdf 18.6 MB). This site broadly covers the area allocated as Key Employment Area C in policy KEA1 of the adopted Core Strategy and Urban Core Plan.

An independent transportation consultant was commissioned to undertake a study into the highways and transportation impact on the potential development of this site on the local and strategic highway networks in Autumn 2019. It also reviews the surface access requirements which may be needed to bring forward development on the site. The assessment has been based on a use that includes air flown cargo distribution and ground logistics, one of the potential uses for the site

The study provides a high-level assessment of the impacts of the proposed development traffic on the local and strategic road networks, taking into account:

• The committed / allocated residential and commercial developments in Newcastle, North Tyneside and Northumberland;
• Growth in airport passenger numbers within the limits of the current terminal capacity;  
• The potential introduction of the Airport Link Road; and
• The connection between Brunton Lane and Newcastle Great Park (NGP) Spine Road.

The study considers 3 scenarios for 2030:

1. The ‘Without Airport Link Road’ scenario;
2. The ‘With Airport Link Road and a High Capacity Link Road Connection’ scenario – this assumes the Airport Link Road and a high capacity all-purpose link road connection between Brunton Lane (N-S) and the NGP Spine Road; and
3. The ‘With Airport Link Road and a Low Capacity Link Road Connection’ scenario – this assumes the Airport Link Road and a low capacity link road connection between Brunton Lane (N-S) and the NGP Spine Road.

The recommendations made in the study hold no formal status as Newcastle City Council Policy, but we will consider them in any decision making process as development is brought forward.
