What is the Localism Act 2011?
Under the Localism Act local communities were given rights which include the community right to bid. This allows certain groups to nominate buildings and facilities that are important to them so they are classed as ‘Assets of Community Value.’ This has the effect of allowing specific groups up to six months to bid for this property should the owner wish to dispose of it. It is a right to bid only and not a right to buy.
Which buildings are affected?
This right covers both public and private buildings that are successfully nominated as an asset of community value.
The council's role
The council's role is to receive and consider nominations for buildings to be classed as 'assets of community value'. We will keep details of this as public information, inform the owner and ensure the right is protected as a land charge.
Who can nominate?
Individuals are not allowed to nominate. Nominations can only be made by certain groups such as a parish council, a community organisation or a neighbourhood forum.
How is a nomination made?
To nominate an 'asset of community value' please complete and return the nomination form (Word, 128Kb).

Register of Assets of Community Value
Local authorities are required by law to maintain and publish a register of assets of community value. These are assets which have been nominated by qualifying parties and that have been assessed by the local authority as meeting the criteria for inclusion on the register.
